April 16, 2024POSITION ANNOUNCEMENTContract Management Specialist 2Salary Grade 23: $80,026 - $91,122The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidates to fill the position of Contract Management Specialist 2 to assist the Principal Investigator (PI) and Project Director (PD) in the fiscal oversight of a State Opioid Response 2022 (SOR III) initiative at the New York State Office of Addiction Services and Supports (OASAS). The initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). The OASAS implementation approach is to fund providers that are part of a regional network that will use an array of evidence-based prevention, treatment, and recovery services to combat the opioid crisis. The successful candidate will have the ability to adapt to a fast-paced work environment with changing needs and priorities. Strong organizational, writing, oral communication, and interpersonal skills are an asset. Responsibilities include but are not limited to: •Write, evaluate, negotiate and execute contracts covering a range of transactions;•Create and maintain relationships with fiscal agents representing sub-recipients and contractors;•Maintain correspondence and documentation related to contracts to including monthly spenddown sheets;•Communicate and present information to stakeholders regarding contracts and payment process;•Review and verify monthly vouchers submitted by sub-recipients and contractors for payment;•Serve as the liaison with the fiscal agent (Research Foundation for Mental Hygiene, Inc.);•Monitor contracts and move forward with close-out, extension or renewal of contracts;•Problem-solve contract-related issues;•Participate in ongoing meetings with project staff and provide accurate status of contracts/vouchers;•May supervise staff;•Provide technical assistance to Contract Managers and other project staff, including developing and updating forms and guidance documents;•Develop and provide trainings to fiscal agents representing sub-recipients and contractors;•Other duties as assigned.Minimum Qualifications: 1.A Bachelor's degree AND three (3) years of fulltime experience in managing contracts and related budgets. The managing of contracts must have included experience in one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; development of solicitations; contract development and execution including securing signatory approvals; or monitoring and review of contract terms; ORa.A J.D. or Master's degree may substitute for one (1) year of specialized experience as noted above; b.A Ph.D. may substitute for two (2) years of specialized experience as noted above.); OR2.An Associate's degree AND five (5) years of the required experience described in #1; OR3.Seven (7) years of experience described in #1.Location: 1450 Western Avenue, Albany, NY 12203Salary: Commensurate with experienceTo Apply: Submit a resume and cover letter our website at: https://rfmh.applicantpro.com/jobs/ .
