Koniag Professional Services is seeking experienced, motivated, top performer Program Manager (PM) to join our team. You shall be responsible for the overall management and coordination for the work required under this contract and shall act as a central point of contact with the Government. You shall have the authority to speak for and act for the company in all matters related to providing services under this contract. During normal duty hours you shall be on site and available within 30 minutes notice to meet on the facility with the Government Personnel. After normal duty hours, you or your designated alternate shall be available on the facility within 2 hours.

This position offers a unique opportunity to contribute to the safety, efficiency, and effectiveness of operations at the Federal Law Enforcement Training Center in Charleston, SC. The successful candidate will be instrumental in ensuring the highest standards of quality and compliance are met, directly impacting the training and preparedness of law enforcement personnel.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • You shall be responsible for the overall financial and operational management, the coordination for the work required under this contract and shall act as a central point of contact with the Government The PM shall meet with the designated Technical Representative(s) and the Contracting Officer bi-weekly. A mutual effort will be made to resolve all problems identified. Written minutes of these meetings prepared by your office shall be provided to the Contracting Officer. Should the Government not concur with the minutes, you will develop a remedial action plan (RAP) and prepare the RAP to the Government form their concurrence with 72 hours of notice from the Government.

  • You are fully responsible for providing in a reliable, timely manner all the services necessary to ensure the successful operation of the Department of Homeland Security Facility and in such a fashion as to not impact the operations of the training facility or disrupt its programs.

  • You are fully responsible for providing ensuring the required physical and plant resources are ready and operations to meet the projected workload. These requirements shall be based upon the physical characteristics of the FLETC grounds, climate conditions and history, and the proposed process to achieve the desired performance objective.

  • You will develop and maintain the Management Plan and the Method of Operations Plan and monitor adherence to the Key Performance Indicators (KPI’s). Management Plans include, but are not limited to:

  • O&M facility operations

  • Conservation of Government Utilities

  • Safety and Environmental

  • Disaster Preparedness Plan

  • Drug Free Workplace

  • QA/QC Performance Requirements

  • Student Transportation Plan

• Shall possess at leave 5 years of recent (within the past 10 years) responsible experience Federal Contract management and supervision of facility operations.

It is highly desired that this experience includes facilities in adult education resident facilities, facility maintenance, food services, housekeeping and human resources at facilities having the approximate size, characteristics, and service mix at the FLETC Charleston Complex.

• Shall have proficiency in oral and written communications in English.

• Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.

Requirements:

  • DHS Clearance Required.

  • Must have a valid Driver’s License.

Education:

  • Must possess at least a bachelor’s degree in the relevant field.

  • Project Management Professional (PMP) certification

  • Preferred: Program Management Professional (PgMP) certification is a plus.

Office Location and Travel:

  • Duty Station: Charleston, SC. Federal Law Enforcement Training Center Campus.

  • Occasional travel may be required to other FLETC campus sites and/or to KPS HQ located in Chantilly, VA

Working Environment & Conditions

50/50 Mix of Office and outside fieldwork. Field work may be over moderately rough terrain and may occur during inclement weather. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit or stand, walk, climb stairs, and go through industrial equipment areas for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 50 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
