Position Summary Information
General Summary
TheSr. Manager, Financial Disbursementsmanages, plans and directs the accurate and timely disbursement of Commission funds (A/P, payroll), administers the accounting for employee benefits, coordinates bond and note issuance activities, and associated debt service analyses.
Essential Functions
*Develops, administers, and supervises general accounting procedures and systems as related to the accounts payable and payroll accounting functions
Supervises the Disbursements Division staff engaged in the timely and accurate payment of Commission liabilities; responsible selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Oversees all manners of payment, including check, draft, electronic payments and transmissions
Coordinates disbursement system development and upgrade from a functional perspective and vendor database maintenance
Manages bank reconciliation function, check requisitioning and control
Maintains overall payroll processing systems, including human resources management system application setup, functional maintenance, problem resolution, and the thorough testing of all modifications
Directs implementation and system upgrades and enhancements as affecting payroll modules
Manages preparation of reports for IRS , Social Security Administration, and state, county and other external organizations
Coordinates composition of bond prospectus, prepares analyses of WSSC Water bonded debt structure, provides information, reports and accounts of debt service management
Administers the accounting for employee benefits and maintaining supporting records with responsibility for compliance of legal, regulatory and policy requirements
Manages technical research, clarification and interpretation of policy, accounting principles and procedures, coordinates disbursement related accounting matters throughout the Commission, and provides solutions if accounting problems or deficiencies exist
Represents the Chief Financial Officer in meetings and conferences in matters of Disbursements’ responsibility
Plans, directs, and supervises the overall activities of the Disbursements Division
Coordinates with internal and external auditors, representatives of federal, state and local offices, and representatives of private companies in matters concerning division specialization
Manages preparation of special and periodic studies and reports, in support of the Rate Stabilization and Debt Reduction Team
Manages administrative tasks associated with planning, assigning, controlling, reviewing, and evaluating the work of professional, technical, and clerical accounting personnel

Required Knowledge, Skills, And Abilities
Thorough knowledge of accounting theory, principles and practices and their application to a wide variety of transactions in the financial management of a public utility
Thorough knowledge of the principles and practices of office and/or organization management
Ability to interpret and apply complex laws, regulations and policies
Knowledge of human resources management systems’ management concepts
Ability to develop requirements, test, and implement accounting systems; ability to analyze financial information and prepare complex financial and administrative reports
Ability to plan, organize, assign and supervise the work of professional/technical staff
Ability to coordinate and deal effectively with other Divisions, employees and public officials
Minimum Education, Experience Requirements
Bachelor’s degree in Accounting or related discipline
8+ years professional experience in public or corporate accounting
3+ years supervisory experience
Additional Requirements
Experience in payroll and/or disbursement system implementation
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Additional experience is helpful.
Salary$110,822- $188,397
