The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from storm surge caused by natural weather events.

Tasks may be performed at any of the SLFPA-E facilities and field assets. Position performs at the advanced level. Directs and trains helpers and may supervise other electricians or maintenance personnel on a functional basis. Serves as lead worker to Electrician Specialists on a functional basis.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience in the electrical trade.

SUBSTITUTIONS:

Training in the electrical trade will substitute for a maximum of two years of the required experience on a month for month basis.

Job Concepts

Function of Work:

To perform advanced technical and highly skilled electrical repairs, and installations on utility plant electrical systems, high voltage transmission systems, traffic signals, electrically operated bridge systems and marine electrical systems in accordance with the National Electrical Code.

To provide assistance, guidance and limited support to not less than two Electricians or other journeyman level tradesman while also performing advanced level electrical repairs, installation and maintenance on systems at 660 volts and above.

Level of Work:

Advanced.

Supervision Received:

General from an Electrician Specialist Foreman or other higher level maintenance personnel.

Supervision Exercised:

Lead worker over Electricians, Electrician Specialist and lower level electrical trade workers, helpers, apprentice and Trades Helpers.

Location of Work:

May be used by all State agencies.

Job Distinctions:

Differs from Electrician and Electrician-Leader by the requirement to function as a leadworker over other journeyman and the performance of more complex, technical and highly skilled repairs and installation tasks on systems requiring 660 volts and above.

Differs from Electrician Specialist by the requirement to function as a leadworker over two or more Electrician Specialist.

Serves as functional foreman in the absence of supervising personnel.

Differs from Electrician Specialist Foreman by the lack of full supervisory responsibility over subordinates.

Examples of Work

Duties include, but are not limited to, the following:

70% - The Electrician Specialist Leader functions at the lead worker level when applicable. Performs entire electrical maintenance on movable and stationary assets.

Installs electrical equipment such as motors, starters, relays, panel boxes, switches, and coils for single and three phase systems.

Installs different types of voltage transformers and may be required to adjust voltage of agency owned transformers. Locates and corrects problems on high and low voltage lines by using insulation meggers, oscillators or tone detectors to locate faults in underground cables.

Troubleshoots shorts and open circuits in wiring, motors, and emergency generators.

Maintains and repairs hydraulic systems such as pumps, cylinders, hoses, filters, control valves. Maintains and repairs grid couplings, locks, wedges, barriers on movable bridges.

Troubleshoots, repairs, and installs electrical meters, starters, and related switchgear and controls.

Installs, tests, repairs, and maintains generators, transformers, converters, regulators, switches, circuit breakers, recording instruments, control systems and other circuit systems.

Dismantles, repairs and assembles generators, synchronous motors, motor generators, marine motor generators, and rotary converters.

May overhaul marine generators on marine structures and vessel electrical power plant systems. Installs, alters, and replaces generation and distribution equipment in power plants, substations, transformer vaults, or distribution centers.

Cleans, adjusts and repairs electrical equipment such as air and oil circuit breakers and remotely controlled telemetering equipment.

Performs advanced level work in the installation and maintenance of marine electrical systems and related equipment. Installs and repairs marine distribution cables.

Installs, tests, repairs, and maintains marine generators, transformers, converters, regulators, switches, circuit breakers, recording instruments, control systems and other circuit systems.

Installs and repairs rigid electrical conduits, pulls in conductors, assembles buss bars, phases out and converts conductors, splices cables and seals connectors.

Trouble shoots distribution circuits and generating/controlling equipment to locate and correct the causes of outages and improper operation.

Repairs electrical auxiliary equipment in boosters and generator rooms, filtering and changing transformer oil, along with checking conditions of insulators, oil circuit breakers

and related equipment.

Uses standard electrical tools and equipment such as voltage meters, ammeters, and watt meters. Places and adjusts mechanical contacts/trippers and time-delay intervals of circuit breakers and relays using feeler gauges, dressing tools, and timing devices.

Installs, alters, maintains, and repairs electrical systems such as electrical motors for generator pumps, lighting systems, and other electrical fixtures and equipment.

Performs repairs, maintenance and alterations to electrical systems of electrical movable bridges, repairing limit switches, plunger switches, electrical drive motors, transformers, conduits, hydraulic pump motors and troubleshoots all electrical systems.

Uses volt, amp, and watt meters to troubleshoot and repair electrical problems. Repairs overhead lights at facilities, structures and field assets.

Erects new poles and transfers interconnect and other cables, spans and controllers to new poles. Inspects lighting cables and replaces light heads and poles.

15% - Documents inspections and repairs in accordance with USACE Operations and Maintenance Manual.

10% - Draws, interprets, updates and files electrical blueprints. Provides guidance to private contractors on the electrical system of facility, field and complex structure components.

Directs and trains helpers and may supervise other electricians or maintenance personnel on a functional basis.

5% - Incumbent is on 24-hour call and will be required to report for work and remain there in case of emergency (hurricanes, storm, or other conditions which could lead to flooding) until such emergency subsides.

May be required to work at the Lake Borgne Barrier safe house and operate floodgates for maintenance or during a storm related or emergency event.

May be required to install stop logs during high water emergencies as well as participate in

the making of sand bags wherever needed.

Performs other duties or assignments as assigned
