Natural Resources Conservation Service Management Analyst in Stillwater, Oklahoma

Summary This position is located in the Oklahoma state office, United States Department of Agriculture, Natural Resources Conservation Service. The primary purpose of the position is to provide management analysis support to the Assistant State Conservationist (ASTC), conducting detailed analyses of functions, processes, strategy and data pertaining to the effectiveness, efficiency, and accountability of administrative programs, conservation strategy, and work operations in the state. Responsibilities Analyzes and evaluates interrelated issues for effectiveness, efficiency, and productivity on a quantitative and qualitative basis for substantive program operations. Researches and identifies new program concepts and techniques. Researches and investigates new or improved business management practices for application to agency and program operations. Develops and briefs new program objectives to facilitate achievement of program goals; interpret and evaluate the accomplishment of programs and processes; and identify program deficiencies and corrective actions needed. Develops strategies and programs to institutionalize analysis and evaluations, develops life cycle cost analysis of projects and perform cost benefit or economic evaluations of current or projected programs. Develops and refines procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems to prevent waste, loss and unauthorized or misappropriated use of agency assets. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-11 level: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include: Performing duties in support of a variety of business operations, administrative services, and/or management support programs and functions (e.g. Conducting studies of financial operations and programs). Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; OR Education Substitution: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. For the GS-12 Level: To qualify for this position, you must possess at least one year professional experience, equivalent to the GS-11 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of related experience include: Managing or overseeing a variety of business operations, administrative services, and/or management support programs and functions Performing duties in support of a variety of business operations, administrative services, and/or management support programs and functions (e.g. Conducting studies of financial operations and programs). Presenting findings and making recommendations for new methods, management processes, policies, guidance and/or controls to streamline procedures; Using strategic planning to define and align organizational plans with strategic goals, performance goals, and/or performance measures; Identifying procedural problems in program operations and preparing presentations or reports with findings and recommendations to improve program and management performance to senior management. There is no substitution of education at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties.
