Software Developer JOB DESCRIPTION: Designs, develops, documents, tests and debugs application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting. End product may be special use, customized, or commercial software. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met. (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content. Managers set the specific duties and responsibilities for each employee). KNOWLEDGE/SKILLS AND ABILITY: Applies extensive technical expertise and has full knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies, which affect subordinate organization(s). The software development effort is being conducted with the Agile methodology and is being managed with the Atlassian tool set, including JIRA and Confluence. Experience with Agile is a must, experience with other Atlassian tools is desired. PROBLEM COMPLEXITY: Develops technical solutions to complex problems, which require the regular use of ingenuity and creativity. FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Qualifications - External EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience. Required: Agile software development experience. Atlassian tool set experience (JIRA) Current Security+ certificate 3 Years of Java / Java Script 1-2 years of jquery Desired: 1-2 years of html/css experience Linux experience Strong testing and debugging skills RESTful API experience Experience with COTS products CLEARANCE REQUIREMENT: • Must have at a minimum Secret clearance
